Thilmann Horn was born in Dresden in 1965. He studied business administration at Dresden University of Technology. After several years of employment with a medium-sized nationwide auditing firm he joined the Steinke, Haas, Kaufmann & Partner law firm in 1994 and managed the tax department. In the same year he became a tax adviser. In 1998 he became a certified accountant.

He joined BSKP in 1994.
